Not everyone would agree on this. In your example, I'd say "There is a chair..." because it sounds correct, whereas "There are a chair..." sounds really bad! :)

Also, I use to say that calling me Teacher + 1st name wouldn't be appropriate. But, that's how you introduce yourself. For me it's fine when student don't use Sir/Mr, but I wanna know what you can tell me about. Thanks.
