The point of the episode is to take personal responsibility and to not be willfully ignorant about possible bad things happening. This story closely relates to the story of the hen making bread where nobody wanted to help collect and grow the wheat but everyone wanted to eat the bread AFTER the hen asked for help multiple times so she said no. It's important to help each other but you can't force someone to drink water all you can do is give them the knowledge and skills to do it them selves.
