Oh my goodness, I just dealt with a man like this. I was on his very long list and I knew it because I'd seen and heard about him flirting with so many other women, getting their numbers, carefully maneuvering to make each woman feel like they were the only one. I spoke up and said my piece, called him on his BS, said I wasn't interested, and he just kept on coming back for more. Finally he left me alone when I very mildly hinted at sexual harassment charges (I work with him). Apparently, that's the only thing that deters some men.

You can tell that this guy has a lack of self-confidence. He texted her as if he were waiting for her to ask him out. He wanted her to be the masculine one and initiate the courtship because he was too afraid of rejection. When she finally said something, he knew he messed up, so he made sure to say he was planning on asking her out, but it was too late. He told her about how he was improving himself as an excuse for not initiating the courtship and to try and win her back over. Hopefully he learned from this and he will do better next time.
