Valuable analysis by two brightest minds . Most people who join civil service have no vision at all as to how to change and make the system better. Perks, previlige and social status are the top priority of every aspirant.

    Good analysis,
But I don’t agree with your point of views.
All top positions are held by foreign graduates of elite class.
They do go to top universities, but come back and sit in exam to compete with middle and lower middle class,
Who never make it to top.

If you talk to these foreign babus they've no idea of ground realties and mostly hate the local culture and the people.

its not correct, only during credit crunch foreign graduates (when they will not finding jobs overseas) attempted CSS. Nowadays foreign graduates do not take CSS. In 1970s CSS examinations were conducted in London which is not the case now because Pakistani who are graduted from foreign universities are not intested in CSS. Do CSS writes to help to write Pakistan foreign policy, answer is no. o CSS writes to help to write Pakistan budget answer is no. So why oreign graduates take attempt CSS, CSS is only for those who like protocol and want to take money out of most deprived people pocket

    CSS:
    No job opportunities
    Lack of job security
    Prestige due to colonial mindset
Corruption moral as well as economy

IR is not a compulsory subject, instead it's an optional and haves 200 marks.

Right, the cabinet should reconsider its criteria of selection in a way that the selected/passed person is inducted into his major subject field. (it is not possible MBBS qualified to do the job in foreign office or administration or LLB into space technology etc)
And age relaxation should be extended for experienced candidates.

If government takes half of protocol that PAS (DMG) and PSPs enjoy (in UK even Chief constable i.e. IG has no protocol, even High court judges are without security and protocol) and dismiss any CSS officer who get caught accepting bribe, then I am sure CSS obsession will comes to Nil. Professional qualiications such as CA, doctors, software engineer are better career choices than CSS all groups other than PAS (DMG), PSPs, and somewhat custom and Inland revenue (as one can earn ilgotten money in custom and Inland revenue). Its just game of protocol (which is paid by ordinary citizeens) and to earn illgotten money. These CSPs has no power over muti-national companies, CSPs powers and obsession will reduce as economy will grow. Its amazing in Pakistani young people has no interest in vastness of Universe (now multi-verse) and has obsession of CSS

Sir my argument on this is we must start converting all these students into professional’s for example professional in language studies or foreign Service or taxation you name it and there must be certain curriculum which can be Settled in one two or three months and with these given Specialists government or the head of the ministry or organization should decide to whom they want to use where and if that person or ministry or organization fails then that must also should have the consequences saza aur jaza i mean and the first step going in this direction is to be minimize RATTA culture and to structure whole learning process on the practical bases
    With best Regards

Test will be MCQs and pass marks are 33%. And no negative marking. So almost all who appear in screening test will pass. So kinda useless screening process.

India's UPSC upper/maximum age limit for general category is 32 years and for reserved sears its either 35 or 37 years... While in Pakistan the upper age limit is 30 years...

A good effort to raise awareness. Being a grandson of someone who won the Global English Essay writing competition held by Temple College Oxford University for two consecutive years in 1963 and 64 I can see the importance of command over English language in every walk of life. Thank you Dr Moeed

It is an easy option to join media than to serve in civil service and go against the tide. However, that doesn't mean to pass sweeping statement against civil servants. Many sincere hard working officers are serving the people of this country, perhaps the reason why this country isn't collapsing. Very narrow and one sided analysis which I didn't expect from an intellectual like Moeed Pir Zada.

How many go against "the tide"? Probably not even 1 percent, the rest 99 percent are one of the reasons the country is in the dire state it is.
