Not really, most of the Lords are less than 200 years old and rarely keep their positions for really long due to the pressure of the positions and politics within their institutions.
The problem with having this many High Lords is pretty obvious: human ambition. The War of the Beast and the Hexarchy Crisis showed some of the High Lords at their worst, especially the former. When a literal Ork Attack Moon was hovering over Terra, the High Lords were more interested in screwing each other over rather than work together to deal with the common threat. As for the Hexarchy, while Guilliman did anticipate this, it does highlight how some people refuse to give up their power, and are so entitled to it that they would defy a literal son of the Emperor to keep it.
The senatorum imperialis. You will never find a more wretched hive of scum and villainy.
In a nutshell: Games Workshop
Not that we will ever get a book coving this. I would love for Bobby G to find some original docs concerning Malcadors formation of the nascent Inquisition. Docs stating that the Inquisition reports to the Imperial regent as its head boss. Then have scene where he slaps this info on a group of uppity Inquisitors. It would certainly rattle the cage of the Inquisition. Ten Millenia of flashing a rosette and having no one able to say no. The all of a sudden, they do have a boss. Some slow changes and a hierarchy implemented by Papa Smurf would greatly help in a lot of places. Inquisitors being on notice that if you mess up bad enough, or really abuse their power. They will be called to account. Not like Kryptman just walking out of his "trial".
None of the above has a celibate persons chance in Slanesh's court of keeping their virginity, of happening.

Hey man! Could you re-sort the playlist for "40k for newcomers", please - it is sorted from newest to oldest ... basically in reverse of how it should be watched. If it's even possible.. It used to be sorted correctly, but at some point it flipped and is now a pain in the ass. Thank you in advance! Great videos!

In one of the Custodes novels it says that, I think, the Captain General gets to vote if he so chooses, but rarely does. So would that put him as a permanent member or is it just certain circumstances that directly involve them or The Throne?
Again it makes him a rotating member, since he can choose whether or not to serve as a High Lord during his time in office, so to speak
