I think the difference comes from dogs and their many different breeds. In order to obtain so many breeds from their wolf ancestors, they were inbred for thousands of years. That’s why there are so many different breed of dogs. Evolution takes millions of years, to have this many breeds of dogs doesn’t really happen naturally. It didn’t happen until we domesticated them.

The dark pigments act as a sort block to put it like that. I think the non-wolf dog is a husky, or some mix at least? They tend to have light colored eyes. Humans and dogs share A LOT of similarities when it comes to body biology, so it's not far fetched to assume the same red eye effect affects them too.

I know people tend to find it scary, but I love their glowing eyes. I can't find them scary on their own; I'm too used to interacting with dogs in low light. Out of all the nicknames I gave my family's old dog, one of them was "Sparkly," short for "Sparkly-eyed Dog." If the glowing eyes aren't accompanied by growling, bared teeth, or stalking motions, I actually find those glowing eyes kind of comforting.
Its incredible how huskies, one of the closest to wolf dog breeds out there, is still so small and less intimidating than the original, and that the biological hunting advantages like much stronger nightvision can be seen. Husky, pretty good glow, wolf, like headlamps.

According to Wikipedia " Several Arctic dog breeds, including the Siberian, show a significant genetic closeness with the now-extinct Taimyr wolf of North Asia due to admixture". I'm not saying they are next of kin to wolves, but I do find it interesting that Huskies and Shepherd's have some wolf like attributes. Such as the howling, stubbornness, being aggressively territorial, and other traits that mirror wolf like personalities.

I know people tend to find it scary, but I love their glowing eyes. I can't find them scary on their own; I'm too used to interacting with dogs in low light. Out of all the nicknames I gave my family's old dog, one of them was "Sparkly," short for "Sparkly-eyed Dog." If the glowing eyes aren't accompanied by growling, bared teeth, or stalking motions, I actually find those glowing eyes kind of comforting.

Well, Huskies and German Shepherd dogs have wolf blood in them. They are the closest thing to getting a wolf in a pet store. Hence why they are so stubborn to train.

According to Wikipedia " Several Arctic dog breeds, including the Siberian, show a significant genetic closeness with the now-extinct Taimyr wolf of North Asia due to admixture". I'm not saying they are next of kin to wolves, but I do find it interesting that Huskies and Shepherd's have some wolf like attributes. Such as the howling, stubbornness, being aggressively territorial, and other traits that mirror wolf like personalities.
This reminds me of my childhood our family accidentally raised a wolf but shes out in the wild somewhere now just seeing others raise wolfs make me remind me of my old wolf ❤🥹

I'd guess because wolves still need good night vision for hunting, which dogs no longer have a need for due to domestication.

I'm not sure their eyes shine as much as their wild cousins but comparing the night vision of these breeds and wolves could be interesing.

Look up "Tapetum Lucidum" - it's a reflective layer of tissue at the back of the eye that aids in nightvision and causes animal's eyes to glow like this. My guess would be that wolves have more of this tissue than dogs do.
