I can safely imagine Palpatine's canonical reaction to the destruction of the first Death Star being similar to this.
In legends he killed the main constructor, cloned him, transferred his mind to the clone, repeated the process multiple times until he got bored and made him build the second one.
So yeah. He didn't take it lightly😅

Since when such disasters occur in the military higher archery one of the most typical things someone who was at the top would do is start cussing and being completely justified in their behavior. Though the more dangerous ones are the ones that get away with just saying it once.
He did roast Vader by telling him "Indeed, you are the chosen one. Chosen to fail", reduced his rank and influence, and even tried to replace him. The dude was absolutely pissed
In legends, Palpatine was way more open about his anger towards Vader, bro lost a limb, got put on house arrest, and a new rule was established that every Imperial withheld the right to walk up to Vader order him out of his suit and spanked the hell out of him. I made that last one up but gave you an idea of how Vader was affected by Palpatine post Death Star

When Palpatine is calm and being casual, he sounds like Quagmire, but when he's really enraged starting at "Oh, just rebuild it?!", he slips closer to Seth McFarlane's normal speaking voice.

Starkiller base is... An odd one... The Empire, lead by Palpatine, built the Death Star twice... While the Starkiller base was built by the First Order, lead by Snoke... Who was secretly palpatine's puppet or something... Idk... I still feel like Starkiller Base was a more so independent project from the First Order than being a project put in motion by the Final Order honestly.
