Well yeah you just have to wait a while, if the store owners stayed dead that store would be ruined for the whole game, plus any missions or side missions showing them would be even stranger if they weren't alive But when you realize getting caught cheating is an automatic duel, you start doing it just for fun, and will probably get accused by him sooner or later. I liked that there was a good amount of duels in RDR2, but there still should have been more spontaneous ones, it would have worked especially well with the conversation system, getting into an argument with someone, and they realize they can't just fire at you randomly because you're in town, but they can still challenge you to a duel to legally shoot you. Likewise you could try to de-escalate with someone less reputable, or a rival gang member could reference your apparent talent for shooting, and challenge you to a duel in place of just another shootout
