Lo-tech I like Sculpey to make figures with and it's fairly cheap, in the States anyway. White Sculpey will bake in your oven at 275 degrees Fahrenheit. I then prime the figure with white spray paint and use acrylic paints after that. I use aluminum foil and wire for armature.
