ok this is oversimplified, was there A sumerian (babylonian)civilisation NO there were SEVERAL the first CITY we know of, was UR, ur in todays standards would be but a regular town, but compared to the world back then it was a beacon, it had an urbanised centre, it had walls and it had a hinterland, outside that hinterland lies the steppe, no mans land, or better yet, land that was not DIRECTLY controlled by any city states, but was utilised for grazing goats and sheep, in certain times, and mostly were traversed by the many nomadic groups that traded with the cities, furthermoren the early sumerians had no real government, nor a standing army, (first mention of a possible standing army is in the third milenium BC about sargon of Akad, who was told to have dined with 5400 men every evening, he wrote only about campaigning himself so, yeah that seems like a decent claim, and a good reason for his success knowing that other ensi would have only had conscripted forces) instead the major institution was the temple, which collected taxes and then redistributed the yield in name and acount of the city deity, for ur that should have been NANA moongoddess it was only later on, as rivalries boiled with the increase and growth of city states that the first militairy leaders came to be these were actually elected prety democraticly, usually the strongest, and likely most capable charismatic man, would be in charge of the defense and expansion of the city, the role later is believed to become heridetary, and royal houses formed later "Uru-Inimgina" also named the Usurper, and last king of lagash gave all possessions and lands of the royal Household to the deity, well not exactly, he also made himself, and his family the heads of the temple, actively placing all power in his hands, he was (if i remember) defeated by sargon of akkad later, presuming he took the title king of UR, whilst sargon held the title king of Kish making sargon king of Kish and Ur, north and south but i am getting of of toppic, the sumerians were their own kind of local culture, but had relations with their suroundings, and share a larger overhanging babylonian culture, which itsself is also a part of the ancient messopotamien culture, and messopotamia was not alone eather, but i go of topic again, anyway, don't over simplify, the fun thing about history is the fact that it is not all linear, just think of the role women played, here they are subservient, in elitist terms, but got paid according to the work they did, just like males (most of these early domminions were not all that repressive, people could chose to work for someone, (if not slaves) and usualy got a fair wage of rations for it, anyway, i think my point is somewhat clear
