Maslow believed that the higher-level needs can only be fulfilled when the lower-level needs are satisfied , that is why he placed the needs in pyramidal form which acts like a ladder showing the order in which the needs should be fulfilled. The needs at the bottom of the pyramid should be fulfilled first before moving up in the ladder or pyramid of needs.
