Unlikely, I think how strong your witch is isn't ONLY determined by your power as a magical girl. But rather your potential and what kind of wish you made. Let's take Madoka as an example. Madoka High Potential (due to timeloops) She was also an incredibly strong magical girl in later timelines By the end of the series she had enough potential to become a multiversal goddess and did become one Mami I don't know how much magical girl potential Mami had so we'll stick with average. She was also incredibly strong however wasn't strong enough to oneshot walpurgisnacht unlike Madoka I just realized this is probably a joke so uhhh woops.
Holy Mami was pretty terrifying so it's possible Candeloro could beat Walpurgis becoming the strongest witch momentarily before madokami erases her. Magia Record at least gave us one heck of a saint.
I just wanted to say a big thank you for introducing me to this game! It’ll take some practice but I think I’m going to have lots of fun with it (watching this you made me want to try Mami since I like her anyway and she tragically perished fighting Gertrud, but Madoka was able to beat it on my second go even if did cost all my revives for the level).
