They need to reform the way they have the toyline and write shows. They should blend the mainline with the shows and stop focus on telling the "emotions" of the characters. Kids don't need to be told how a character feels, they pick it up from the mannerisms of the character.
The Japanese animated industry isn't the same as it was in the late 90s and 2000s, shows aren't rushed in sweatshops anymore and take years to develop. pairing a toyline with an accompanying series nowadays is very difficult and takes lots of resources, that's why a mainline toyline tying into a series aimed at older audiences hasn't really been done since TFP, which to Hasbro and Takara was a failure.

The way I see it Transformers as a franchise is done. It only lasted this long because the fan base is still around. And once those fans are gone and with NO new fans coming in. Transformers will slowly fade away.
The problem is that Hasbeen has been run by execs that forgot that they used to be a toy company. Everything else bad flows from the company not focusing on it's core competencies in chasing the dream of being a media company.
Honestly for shows, Hasbro should do another animated. A complete reboot. Animated used old established characters, but gave them new dynamics, a very unique artstyle that made it pop for kids and was different from anything made before so adults bought them and the toys designers worked closely with the production team so that the toys looked has accurate to the show has possible. Also make it 2d, all of the 3d shows after prime look cheap has hell or unappeling visually in comparasion to older series. Hasbro should invest in a good high quality show that serves has the main basis of the toyline just like the good old days and for the love of god give it good distrubution and actual marketing.
Between locking Earthspark behind their crappy subscription service almost nobody has to the abyssmal marketing for TF1, it almost feels like Paramount is intentionally trying to sabotage Transformers. I think it's high time Hasbro kicked them to the curb and went shopping for another studio; if nobody's watching the movies/shows, nobody's going to care about any new characters (or new versions of older characters) that get put on the toyshelves. As for the toylines, yeah obviously better and less gimmicky figures would be great for the non-Generations lines, but I do feel like cheaper figures as an option is important too. Let's face it, us fogies aren't going to be around buying Transformers forever, it's important to get some new blood into the fandom, but someone who's new to Transformers is a lot less likely to drop $35+ on one figure than someone who's been with the brand for a while. There's certainly a balance that needs to be struck, though that obviously isn't being met on the newer toylines.
Also, transformers have a definite potential in my country. I've recently got into transformers after transformers one and want to collect toys. But the problem I run into is that the toys are way too expensive, for example the cost of core class optimus prime can get you 2 weeks worth of decent quality meal. This is all thanks to their abysmal system of not having any good figures. We have cheap labor and more lenient toy guidelines. Yet we can't have that. Compare that to gundam, which costs the same for good figures as core classes. It's basically impossible to get any transformers here. And if you do get it, it's probably Bay verse optimus and bumblebee

I think hasbro and paramount have a problem with both promoting and sometimes writing their non-toy material. S1 of earthspark was really good, but then they didn’t rehire the writers that made it good and threw all of the good plots again. Tf ones marketing was infamously bad. Hasbro only wants to focus on the past, specifically the 80’s. All of this just doesn’t bode well for the future of our favorite franchise and it doesn’t help that every fan also wants their own favorite show to get continued even if their story is finished or it’s been way too long to continue that story
They need to focus on making things that will sell, earthspark stuff isnt selling because its all gimick stuff on the shelf of toys that only seem to pop up at walmart, the deluxe figure are only at walmart and only came out a year after the show got popular, they need to release stuff BEFORE it comes out not after

About the later cartoon era toys. I feel they're on point for the audience they're being aimed at. I can't imagine most adult collectors who probably watch the show in the first place needing Voyager/Leader representations of these characters. The only exception I can really come up with is Transformers One who had more than Kids in mind as the audience. Unfortunately the marketing was handled badly, and the toyline mediocre at best. It's like Hasbro basically gave up in all respects. Mainline is understandable for the younger audience but for SS to only give Optimus, and Megatron a singular deluxe release is absurd. The rest of the figures aren't looking too great either compared to the money, and engineering put into a lot of the ROTB and 86 figures. The only half way decent figure to emerge from TFO was the Takara exclusive Leader which would have made an amazing SS Leader release or even a scaled smaller a Voyager. I hink better marketing, and a decent toy loyline would have gone a long way for Transformers One

Let's be real, aside from the terrible marketing with TF1. I think the Cybertron scene from Bumblebee set that movie to fail. That scene set the bar too high for a cybertron movie, that the animation for TF1 turned many non fans who wanted a non human TF movie off.

SIMPLEST cash grab in the world. do what DC does with its animated films and animate the most popular comic story lines of the last 40yrs .everything from dinobot hunt and target 2006 to last stand of the wreckers . it'd sell itself itd also be an easy sell the fill in the gaps between the end of seaon 2 and the original movie. kinda of an "x men 97 " sort of thing. be nice to have a transformers series thats actually has a war in it again as opposed to the criminal activities of the autobots in peacetime. :D

I actually wanted to collect all 5 terrans and chaos terrans, but there´s no Hashtag or Aftermath here, and the only Spitfire was a gimmick trash.

Cyberverse was okay. Netflix was pretty garbage. Earthspark was actually pretty decent. Prime is still my favorite outside of G1. TFone is fantastic.
Cyberverse was better than all the rest you named, including Prime and One.
Cyberverse is great, but Prime is still better. Prime, Animated, and Beast Wars remain the franchise’s best output in terms of television.
