This is a great video, light bulb moment for me was when you opened Project Settings and I realised that my Mercury Playback was set to OpenGL instead of CUDA.
This is recommended for NVIDIA cards and it will force Premiere to use your GPU

A thing to note. The amount of power that you supply to your PC might also effect your performance especially when you using laptop. When using energy stored in laptop's battery sometimes the laptop can limit power output since it tries to preserve energy.

Hi Maneesh, does your pc meet premiere pro minimum specs requirement, deselect proxy, try the other quick tips like clearing media cache and restart premiere pro. Let's see what happens.

For anyone recording with OBS consider using a different recording format. Was having bad timeline playback until I started using QuickTime (.mov), .mkv and .mp4 with the same Video encoder (H.265/HEVC) would take forever to play and regularly would just continue playing audio after stopping playback. Had to have playback at 1/8 and still terrible playback. Now playing back at full resolution (3440x1440) with no problems, scrubbing now working perfect too.

... program worked. now suddenly it skips back and forth during playback. audio is choppy. You can see the seek bar skipping back and forth while it is playing.
This just started today. No settings were changed whatsoever. None of this stuff works. really getting sick of this software. I'm paying this company $35/month just to have it randomly bug out like this every month. Quite ridiculous. I will be resolving the problem.
