If you don’t know how hot a pepper is you should eat a bite near the end with a couple seeds. Then you can judge how much to add in. I use arbol with garlic for a lot of hot sauces when I make tacos/burritos. I think it is perfect for a bean cheese burrito.
20 is fine just remove seeds from half and see if the hotness is to your liking. The trick for me is still being able to taste the chile, not just the spiciness.

They really only need a 30 or so seconds per side Once they soften up, you can gently squeeze and the majority of seeds will fall out.

I put a bag of arbol chilies from HEB with a garlic bulb add salt and call it good? It’s not too hot? What gets to me is habanero x ?mixed with a little garlic, water and salt. It’ll have me blowing up my toilet in the morning. I good trick I learned was to blend up arbol, in the little blender jar that’s made for grinding smoothies, that will desolve the arbol seeds. That was a game changer. Then mix the salsa in the bigger blender container on slow, so it’s a little chunky.

It’ll have me blowing up my toilet in the morning. I good trick I learned was to blend up arbol, in the little blender jar that’s made for grinding smoothies, that will desolve the arbol seeds. That was a game changer. Then mix the salsa in the bigger blender container on slow, so it’s a little chunky.
