Teenage Mutant Ninja Turtles and Biker Mice From Mars and the Samurai Pizza Cats and Bucky o and the Road Rovers Hare are my fav's they where and still is awesome shows.
I remember some others, Moo Mesa was mentioned in the comments but I didn't see Creepy Crawlers, Stone Protectors, Skeleton Warriors (that that's probably more He-Man), Dinosaucers, maybe SWAT Cats?
I can see battle toad, street shark, and xtreme dinosaur taking inspiration or somewhat of a tmnt clone, but the rest are likely products of the 90s cartoon trend.
I don't know if Mummies Alive should be on this list since that show contributed more to kids action shows that required the heroes to transform into altered forms and even have a transformation sequence to battle the enemies. TMNT and other shows like it never really had transformations happening every episode and I feel that this show would fit more into the same category as The Mighty Morphin Power Rangers, Sailor Moon, Ronin Warriors, Beetleborgs, Masked Rider, He-man and She-ra. However other shows that either involved anthropomorphic heroes or super mutants might also include Swat Kats, Creepy Crawlers and Captain Simian and the Space Monkeys.

This is going to feel like blasphemy to some people, but Disney's Gargoyles definitely belongs here. Yeah, when it came to storytelling, Gargoyles is to these shows, even TMNT, what the Dark Knight was to Batman and Robin, but it does fit the Ninja Turtles model.
Extreme Dinosaurs was the best series in the world in my child self’s opinion. I think I also watched some Street Sharks, but I don’t really remember that well.
