One big reason is because the only dynamic reflections that the cars receive are screen space ones, and they're barely noticeable. So all you're left with as a fallback are the static reflection probes placed around the map, which are just very rough approximations meant for games where a big reflective surface isn't gonna be in the middle of your screen 90% of the time. Considering the rear view/side mirror reflections are being updated at possibly the lowest framerate I've seen in any racing game ever, they were _really_ struggling on the optimization side of things and adding 6 more captures (with a filtered mip chain for material roughness) for a dynamic cubemap was gonna tank things even worse.
honestly this game looks like TDU2 with a graphics mod on it meaning its not exactly perfect or very beautiful because youve baked new lighting on top of old textures. it just looks really dull compared to like Forza Horizon and the camera is motion sickness inducing af it shouldnt move with every mm you move the car but rather with any bigger turns

The Enzo was definitely way ahead of its time! It still looks incredibly modern to this day and even a bit futuristic!
