The numbers presented (32 to 251) is a superficial comparison and useless. How many pursuits were engaged in 2016 vs. 2023? Were there 8x more in 2023 vs. 2016? A comparison of percentage of pursuits where PIT was used would be helpful.

Let's make sure we get all the facts out there, yes she did put on her hazards but she continued to drive she continued to ignore the officer and she passed up literally dozens of places where she could have pulled over safely. She didn't want to stop she thought she was special, and she was proven wrong.

@@Wyomingchief In my opinion the video is self explanatory she slowed her speed, she put her hazards on, and was trying to find a safe spot to pull over for herself, her unborn child and for the officer, also the officer did not use the intercom speaker on his cruiser to give verbal instructions instead he decided to pit and consequently flip her car. The situation is a lot more nuanced than she just “refused” to pull over.

The troopers endanger far more people than someone fleeing from a stop for say following to closely. The statistics show cops cause or are involved in more traffic accidents during a pursuit than any other time. Performing the PIT maneuver above 45 mph is a use of deadly force. Killing someone because they didn’t pull over for following to closely is acceptable? Causing a pregnant woman’s car to roll over because she didn’t pull over immediately is acceptable? A PIT is 35 mph and under not 116 mph for suspected shoplifting resulting in driver death. More agencies have policies on PIT maneuvers not being done above 35 mph than agencies that allow above 35 mph. When it’s above 45 mph those agencies need to have a supervisors authorization, but not ASP. The problem with ASP is they PIT just because even knowing that policy states the trooper or other people in immediate danger of death or great bodily injury may PIT at high speeds but then a video is released of a chase on a 2 lane road at 3am with zero traffic and the chase is over window tint and a PIT is done with a rollover crash with an innocent passenger thrown from the vehicle and killed. Close enough to PIT close enough to get plate information. Violent crimes and crimes with guns then chase. But chasing over basic traffic violations is retarded.
@@dvldog4641 how many times have we witnessed the person driving has no affiliation with the vehicle or its registered owner, they just be holdin it for someone or it be borrowed from someone they don't remember their name. You might as well be chasing ghosts if you just let them go. These criminals flee because they are criminals and are usually up to something or have warrants. Allowing them to get away just emboldens them to do more criminal activities and flee more. A standing ovation is due Arkansas and the ASP for getting the criminals off the streets.

I don't know what state you live in, but the two states where I spent twenty years as a police officer the law requires a vehicle to immediately move to the right, stop and remain standing until the emergency vehicle passes you. These folks aren't doing that. May be different in your state. @@wmg33

I see nothing wrong with performing pit maneuvers as long as it is done with as little traffic around as possible.
In the case of that woman suing ASP, she should have stopped immediately. If the trooper felt it was not a safe place to stop, he could have used his loud speaker to tell her where he wanted her to go. I have ZERO sympathy for her.

im not sorry for saying this but i have 0 empathy for cops who chase people around because they didn't stop in the middle of the freeway for the cop. when they say they WANT you to stop, they MEAN right then and there, regardless of the potential dangers to both the officer and the driver they are pulling over. its why in this country, its better to have a 1000 HP engine that can outrun the cops and a signal jammer on your vehicle so they can't radio your license plate. cops are corrupt to the core, i see no reason for chases to go on like they have been. there is proedures in place that they often hand out to law abiding citizens when getting pulled over, one of them is by letting the cop know that you are about to pull over and are just trying to find a SAFE PLACE TO DO SO IN!

You think continuing to speed 20 over and have ASP call backup and have half the county responding to you to get you to stop at your own convenience is really a good option? It started as a "traffic stop." If we out here in "drivers license and insurance land" see lights on us, we pull over. If we have to, we get a ticket. We want these people off the road, and off quickly. They are criminals if they flee.

there is better ways to enforce the law, and reform criminals, our government refuses to commit to those policies. have a rehab program in the jail while the person is serving their time, reduce sentences once the person is properly reformed and rehabilitated, and only have a special prison for those who cannot be rehabilitated no matter what you do. how do you rehab criminals? simple 3 phase program:
phase 1 is extensive reeducation and mental/emotional health treatment, even for the violent criminals.
phase 2 is putting them to work, and building up a good work ethic.
phase 3 is putting them to work in the real world outside of jail/prison but have them come straight back.
when you treat criminals as non-existent, or as sub-human you degrade their humanity. we do that constantly, and our law enforcement is so used to doing that to criminals that they will do it to law abiding citizens who just want someone out that had a bit too much to drink. none of the current policies from both sides are doing any fucking thing to help criminals reform into better members of society, and i have 0 sympathy for people LIKE YOURSELF who think they are all irredeemable and should be locked up for life or put 6 feet under!

The pursuits in Los Angeles often involve two helicopters, 24 ground units, high speeds and slow crawls and often the driver being pursued just pulls over because he's tired and hungry and bored. to tears.
Such a waste to back up traffic for miles because of unnecessary standoffs and pursuits that often take several hours. Hmmm... I wonder why taxes are so high there?

They amount of money over medical expenses and vehicle damage and property damage after a PIT is astronomical. ASP PITs a car that crashes into another car and both go off road into street signs and guardrails and power lines. Taxpayers are paying to repair most of that not ASP. Not the driver that’s killed. Then most families of dummies killed by law enforcement sue… they sue because they had a relative that was a dummy and the cops should pay for causing the death because nowadays the criminals become victims and the cops become the criminal. I have seen many of these pursuits used in this report segment including the pregnant woman fleeing ASP, and the protocol before a TVI is utilized there is clear confirmed communication, dash cam evidence assessment most times from multiple police units including suspect details and identity ect... before the TVI is performed. Arkansas State Patrol are well known nation wide as one of the most professional examples of well trained LEOs in the country!

If the number of PIT maneuvers is on the increase it is because the number of people who are running are increasing. I love that the officers are so highly trained they can effectively disable a vehicle without much, if any, damage to their own cruiser. I'm in favor of the Arkansas State Troopers performing PIT maneuvers.
Drivers are responsible to hold themselves updated on the state law when driving. Remember ~ it's a privilege. So just like taking that initial written exam, in order to maintain your privilege you are responsible for knowing the law. Just because you put on your blinker or hazard lights and not slow down to a stop, or slow down on the shoulder to a safe place for you (the driver) and the officer it is the driver's responsibility. If it appears that you are fleeing then you are fleeing.
Perhaps the automobile insurance companies need to hold their policy holders to a new minimum standard proofing you now the responsibilities of operating the motor vehicle before getting insurance or a renewed policy. Kinda like the special insurance coverage for those that have points against them and their drivers license, or the SR21 program.
Once again folks - it's not a right - it is a privilege (period).

The woman suing claims she was looking for a safe place to stop. That is not your choice when you see lights behind you. One could make that claim and drive until out of gas. The officer initiates lights where they feel it's safe for them to make a stop. Hope she loses.
Actually it's responsible for both parties to find a safe place to pull over, after the officer makes first contact, ivecseen many accidents where people pull over on a blind corner and the officer and person are in great danger of being involved in an accident. Especially when us big rigs are there. Those flashing lights blind us due to our height

Just like some states won't chase motor cycles, guess what happens? Thats right, they run! The same will happen with passenger vehicles. If it's not safe where you pull over, the officer would and should tell you where to move to! But this problem has shown that even some of the public are showing safety concerns not only for themselves but for the officers as well!
If they had the "Grappler" they wouldn't have many chases. They wouldn't need to do the pit maneuver.
I love how he says we are always looking for new equipment and techniques, and yet the Grappler has been available for over a decade now. 😂
The PIT is way safer than the grappler. When it come to suspects firing at officers during chases.
From what I've been able to gather, the Grappler is not a cure-all because it has limitations. For example, the police vehicle has to be heavier than than the vehicle it is pursuing. So far, I've only seen it installed on Tahoes. Unfortunately, the size of the Tahoe that allows it to have the Grappler works against it when it comes to keeping up with a fast car.
@289Mustang67 I haven't even seen it tested in the southeast. Several departments use it in the southwest, but I believe that the inventor lives in AZ. or at least the general area. It's advertising, he's going to need to demonstrate the product and maybe put one out on loan for testing. Maybe graph 📊 out car repair costs from PITs vs. Grapple costs per year. Something, there has gotta be a better way.
The grappler has many limitations in it's usage. You have to have specific conditions and more often than not, you don't have them.

Notice at the end he said, “our message to the public is stop running.” That is the “us vs them” mentality of the police, straight from the top. 99% of the public would never do such a thing. How about say, my message is to the criminals that would run, stop running. That mentality is what get innocent people hurt by the police and why most cops treat “the public” like garbage.
In the old days cops only needed a radio to work together to get the speeders because you can't out run a radio. And these days road cameras can be used to track and intercept speeders.
And then what? Cops still have radios. If someone is determined to not pull over, they still have to be brought to a stop.

There are tons of videos of asp chasing vehicles and can only reach 130mph.
During those pursuits the suspect vehicle pulls away and the officers continue at top speed chasing something they can’t see or have little to no chance of catching.
If they were worried about public safety they would have only vehicles that can catch fast vehicles or call it off.
They have had gps darts and wheel traps for years but the asp doesn’t have them?
The drivers manual is very clear, if there is an emergency vehicle behind you, you are required to pull to the right and come to a stop.

The guy that died in west Memphis stole that vehicle then robbed a bank at gun point, all in West Memphis and tried to make it back to Memphis where he could not be pursued.
2 of them weren't running out of this report. We the People allow this to happen.
The few times I have had a policeman turn on his lights for me to pull over, I have. Not one time have I been pitted.

Letting criminals get away because they run is wrong headed as is blaming the police for creating an unsafe condition. If your not a criminal, stop when you see the lights. Driving away to find a what you think is a safer spot is fleeing. The comments here being so lopsided in favor of the PIT policy tells me the majority of us understand these points.

How come all these pit maneuvers are on I-40 in the east part of the state? And how is that even possible with the amount of traffic in that absurdly congested stretch of the interstate? That stretch of I-40 between Little Rock and Memphis is horrible with all the semi traffic. Same for I-30 from Little Rock to Texarkana.

In Los Angeles County the LAPD, LASD & CHP, it's probably statewide, these agencies I know for a fact that 99.99% of the time they will not use PIT maneuvers over 40mph. In those 3 agencies the fleet of helicopters is 66. Not to many realize the City of LA is 469 square miles and the County of LA is 4000 square miles with 25,000 sworn Officer's and Deputies. Don't Run!
And how much does it cost to fly those helicopters per hour? $1000 per hour when including maintenance?

TVI wouldn't be necessary if the criminals didn't commit crime.
3:11 That case has been settled. She won. They even had to change policy as a result. They used to have discretion to just do their own thing and pit if they felt necessary. Now they need permission from a boss. If you watch the whole video of that clip, it’s pretty bad. She is driving along at a constant speed of maybe 55 mph or so. She was initially speeding, but then reduced her speed and had her hazards on. She was looking for an exit or “safe” place to stop. She was pitted and arrested. The trooper said she was fleeing. She said she was seeking a safe spot, the trooper said that’s not a thing, she has to stop right away. According to the law though, what she did was fine and by the book.
We all know every police officers wants to play hero, and be the badass of the day.

Fifty years ago I ran from the ASP, and I got away because as soon as I couldn't see Blue lights I got off the road and shut it down. 440 Six pack and I was driving it like I stole it, cause I had. Doing all that car could do when we passed that Trooper on I 40, I still wonder to this day who eventually found that Lime Green car sitting in the woods with the keys in the ignition.
251 PITs performed in a year. Less than one a day. That's a tiny fraction of the number of traffic stops. I'm sure the woman whose SUV rolled over will be singing a different tune once the full video comes to light. Officers don't just PIT someone for no reason.
Was the cop that PITed the wrong car held accountable, or was he just allowed to retire?
Great job. These drivers need to learn to pull to the side. If you’re going to hospital with flashers, call the police if you’re gonna speed so at least you don’t get PIT, and get an escort instead.
Colonel Harar is either mistaken or a not so very good liar. I've watched too many APS video''s where the driver attempting to escape made it across the bidge into Tennessee and in every case, once the fleeing driver was out of Arkansas, the ASP trooper called off the pursuit.
Arkansas needs to build a "gate" prior to the bridge to bring all traffic to a stop. That way the fleeing suspect can't get away.
Possible inacent people inside car (kids, passengers ect.) Could get a net installed on cop cars.
Criminals should NOT think that they can just flee a crime every time and get away it.

I mean, should they maybe confirm with certainty that there are no children or victims in the vehicle or trunk before using this tactic?
