My wiper motor was functioning but the arm was not moving. The 10mm nut securing the arm to the spindle totally loose. I just needed to recenter the arm so it would travel along the proper glass area and then tighten the 10mm nut. I recommend thread lock to prevent the nut from loosening again. I have the exact same problem after snow turning into ice! I noticed my motor was working after all but the arm was not moving with it. I'll give it a try tomorrow and see what happens! Thanks for putting this comment!

@@johnsneverendinglistofrand1377 worked perfectly, just took off the arm, switched it so it’s resting to the horizontal left, turned it on, and now it wipes the world down instead of the paint and panel of the door below the window. Thanks for this 5 minute solution!

This could be my problem too, arm is not moving. There is a slight movement, half inch or less, when turning it on.

Sounds like a failing wiper relay.
My wiper arm is reversed, wiping the paint below the window. I think taking off the arm and reorienting it should fix it.
