I’d think twice before cutting the tube open, these bulbs contain Mercury which can be harmful if you want to do this I’d suggest do it outside and wear gloves.

Just be aware that most compact fluorescent lamps are Mercury Vapour lamps,
so the gas within is toxic. Best done outside perhaps.

I suggest using standard LEDs instead of the tape, because normal LEDs emit light in all directions while the tape is highly directional. Also, a thin coat of white spray paint on the glass will make it look smoother.
