In this case, I would bet you there is no way to easily go the "wrong" way. Clogged, narrow alleyways, or dangerous neighborhoods, or seriously, NO other roads. American Civil engineers at least are required to allow public commentary and meet certain standards that other, higher authority inspectors enforce. Bribery here isn't EXPECTED.
