Your theory about some power coming from anomalous activity seems to have been confirmed. In Stalker 2, there is a small brick building atop a grassy hill, north of the trash pit anomaly and the Rookie Village in the Cordon. The building is surrounded by electro-anomalies (as well as some flesh and blind dogs). There is what appears to be a railroad sign with a big red light that flickers with power, even though it’s disconnected from any source. Any source, that is, apart from the electro-anomaly that the sign rests in.

Yes, but the room is in a different place in Lost Alpha. It's in the same hallway as the ventilation pipe to Strelok's hideout in SoC, but a bit further in the back, close to the ''sube stairs'' that lead out.

Agroprom Underground is the only Underground laboratory that I actually like, cause I simply HATE! The feeling of lonelyness, darkness and danger present in those underground laboratory filled with Poltergeists, Burers and living Anomalys. This is the only Underground area that I could literally convert to a "home".
Obviously it is speculation, so there is no way of knowing it either way. I think you reading too much into it - in soviet union they kind of liked to build excessive undergrounds for everything, there were undergrounds under schools, hospitals and under most of civilian infrastructure. Most of the time it was related to "central heating". Whereas in the west most houses have individual boilers, in soviet cities most buildings were heated centrally from large "thermal power plants", where hot water was by-product. This necessitated large, mostly underground tunnels with piping for hot water, steam etc. They were as well reused for electricity and for sewage. All in all Agroprom underground looks live very "standard" soviet tunnels for all these facilities - hot water, water, electricity, sometimes natural gas and sewage. There is nothing looking very weird about installation and in fact they look exactly the same as the ones we were exploring when we were kids (and no I was not born in Chernobyl). Now your theories are not entirely wrong - Agroprom, whatever it did likely used a lot of chemicals and it's sewage was contaminated with radioactive, chemical and biological waste - that would be true of real-life industrial facilities (except of radiation). So under industrial complex there would be underground containing piping for water, wiring for electricity and water treatment facilities... russians were not the biggest environment fans, but that was standard provision not to dump chemical and biological wasted into drinking water (at least in theory and some of the time). So all the design and what is inside, just makes sense and would be normal for any civilian factory or general infrastructure in soviet union at the time. There is nothing suggesting anything beyond standard. As for light being on - it may simply be simplifications for gameplay reasons, or maybe it was connected when Mole was diffing trough. Although, it would not be unusual for electricity to be provided centrally and directly to these tunnels. Nobody "pays" for electricity there, it is like street lighting in a sense - it is just connected to the grid and any other infrastructure and generally does not get disconnected, or is simply forgotten. That is why homeless people prefers to stay in such tunnels, they literally hack into wiring and get themselves shelters inside with phone charger, kettle and some light... well or somebody finds the fried few years later. So all in all - they look like normal tunnels without anything exceptional or dark - different from X-labs where they have clearly special purpose.
Damn if I hate underground/labs in Stalker. It is more on I am so scared that a jumpscare from an enemy will get me, the eerie atmosphere too isn't helping even the background music...I guess they did their job being the scarier places in the Zones.

Lost Alpha wasn't made of Stalker 2 content, it was based on the old pre-release alpha and beta builds of ShOC.
