No this is a android 14 issue where it is not letting people edit system configs it just keeps saying "unexpected failure: Your system software has rejected this edit.

As being an root expert , adb developer refresh rate is hardware limited and not software limited even if you will root your phone it will only increase your refresh rate to 75hz or 81hz and this is a (bs) guide

u can't unfortunately weather u r dev is rooted or not but u can use abd or if u r rooted then u can use terminal emulator with "su" command....that's the only way to change the android properties
for adb/ladb - setprop hw_screen_freq 60/90/120
for terminal emulator (root) - first type *su* then enter
then setprop hw_screen_freq 60/90/120
