It always amused me that GDI Firehawks could fly to anywhere on the map with Stratofighter Booster but the Scrin, the race capable of interstellar or intergalactic travel, had no such capabilities.
A military's capabilities is more then just simply technology available. It's also a matter of insight and general need for innovation. The scrin may never have encountered a civilization that necessitated the use of atmospheric boosters and so it's plausible they never developed having no need for them. Also you need to keep in mind that the GDI and Brotherhood of Nod are proper militaries designed to warfight whereas the Scrin expedition seen in C&C3 and it's expansion is largely a planetary mining fleet designed to harvest Tiberium infested planets. They do not represent the Scrin military proper.
The Scrin got blink-teleport and mind control instead. I'd say that's pretty advanced. Suppose humans knows more about our own stratosphere, yet aliens are masters of transdimentional-what-ever technology...

"It's no use! it's just to dangerous" said an engineer trying to find cover behind a juggernaut's legs. "The orders are clear! we need to take those pods!" shout another engineer as he moves forward. suddenly the Juggernauts line finds another target, their massive guns pointing something over the hills. The sounds of those triple guns firing is deafening, as a wave of buzzards comes rolling down the hill. A rumbling could be heard from the back. A colossal tank suddenly took position as the engineers running up the hill taking the opportunity. A tripod opens fire to an engineer that has been running across the hill dodging bullets, shells, lasers and plasma from enemy and allies alike, seemingly ignoring a bigger threat that stood before them. A tripod suddenly stood, with a familiar color pattern. "He did it! Pull back!" shout another engineer. The tripod took multiple hits from different enemies trying to put it back down. Limping from the hill, the tripod manages to find the safety of repair drones. Countless juggernauts artillery fire and sonic wave blasting from what feels like eternity until silence took over. "This is our chance!" said the engineers as they scramble to reclaim the fallen tripods. Multiple pods can be seen rising from the ground, like an army of undead under a spell of necromancy. They quickly retreats, moving away before the next wave hits. The drones made a quick work of the newly revived pods and repaired them to full health, ready to join the defensive line. The guns on the juggernauts are moving again, spotting new threats over the horizon. As soon as the juggernauts firing on the enemies, the massive tank starts turning and firing left and right. It took a lot of damage but managed to reverse back into the safety of the juggernaut line to be taken care of by the repair drones. The juggernauts fired their massive guns as another massive wave of pods and other alien units started pouring down from the top of the hill, trying to force their way into the base. Multiple Firehawks could be seen took flight straight up into the stratosphere and disappeared from sight. Sonic waves makes quick work of infantry units that were brave enough to come close. Multiple pods started falling down, the juggernauts took them out really effectively. Another rumbling, as the juggernauts' guns no longer fixed on one spot. MARV, the colossal tank moves forward again, maneuvering between the pods husks and took position far up the hill. As the Firehawk squadron comes down from the stratosphere, the engineers scrambles to get as many downed pod husks as they can get. Before the engineers can reclaim the pods, juggernauts suddenly took position and aims their guns to multiple enemies. "This is too soon! We need to get those pods!" exclaims an engineer as he runs faster to get the furthest pods he can reach within the defense line. Explosions can be heard over the hill. "He is there alone?!" said an engineer inside the pods. As the pod stood up, the MARV marches forward, drawing enemy fire to itself. "We need to help!" said the engineer as he turns the pod around to assist the MARV. "No! we have been ordered to fall back! We can't lose these things!" said another engineer radioing in, "But he's alone up there!" said the engineer looking at the MARV fighting valiantly, shooting all of it's guns to all directions. "He's protecting us! He won't go back unless we do! Fall back, Carmen! That's the order!" shout another engineer piloting the last pods to be revived. "Go, I can do this kid." a heavy voice from his radio coming in. "Don't worry ab-" said the voice as it cuts off abruptly. Carmen already manages to reach the defense line and got his pod repaired by the drones. "Hello? Hello!?-" the engineer tries to call back. Carmen points the pod's tentacle to look over the hill to find the MARV has been disabled by some sort of EMP, rendering it unable to move or fire while taking damage from all angles. The MARV starts to crumble, fire started from inside its hull. Its guns stripped off from a powerful blast of another massive alien unit, bigger than the tripod. A final blast from an unknown source got through its hull, hitting the fuel cells. A bright light coming off over the hill where the MARV stood to protect its allies. Despair, anger and guilt rushes over Carmen. He went silent and took position to join the defense line, waiting for the next wave. P.S. That first MARV death was so emotional for me that I need to write this. RIP MARV o7. Sorry for this piece of trash, I'm not a native english speaker.
