It doesn't have to be made with a stand mixer, but a stand mixer makes it much more manageable. Without one, you have to hold the hand mixer with one hand, then lift the pot and pour the sugar/water mixture with the other. It's harder, but can be done. In fact, I've done it myself. One thing I try to stress in my videos is that you don't have to have a lot of gadgets to cook and can. You use what you have to work with and substitute for things you don't have access to.
