The dots represent electron pairs, and the "O" has a negative sign. Carbon normally contains four valence electrons, and because it has now five, it has a minus charge because electrons are negatively charged.
If I am understanding your question correctly, the carbon that you are referring to is part of the ring. It is bonded to three atoms and has one double bond resulting in sp2 hybridization.
Hi Kissu. The top carbon in the 4th figure is sp2 because in taking on that hybridization, the overall structure is able to take on a lower overall energy level. By being sp2 it is aromatic. In other words, the carbon doesn;t become sp2 from sp3, it always exists as sp2 because that is the lower energy structure overall. I hope that helps!

4) conjugated?
use 4n + 2 to determine if aromatic, if not anti aromatic.
