दिल्ली हाई कोर्ट ने कहा है कि साल 1997 के उपहार सिनेमा अग्निकांड के दोषी रियल एस्टेट कारोबारी सुशील अंसल ने पासपोर्ट के लिए भारत सरकार को गुमराह किया.

अदालत ने कहा कि 2013 में तत्काल योजना के तहत पासपोर्ट के लिए आवेदन के समय अंसल ने हलफनामे में गलत जानकारी दी. अदालत ने कहा कि इस संबंध में उचित कार्यवाही की ‘जरूरत होगी.’ जस्टिस नाजमी वजीरी ने 17 दिसंबर को पुलिस अधिकारियों के खिलाफ प्राथमिकी दर्ज करने का आदेश देते हुए ये टिप्पणियां कीं. अंसल की ओर से उपहार कांड में अपनी दोषसिद्धि छिपाए जाने के बावजूद इन अधिकारियों ने 2013 में उसके पक्ष में सत्यापन रिपोर्ट दी थी. पुलिस की सत्यापन रिपोर्ट के आधार पर ही उन्हें पासपोर्ट जारी हुआ था.
अदालत ने कहा कि जब नया आवेदन किया जाता है तो आवेदन में सारी आवश्यक जानकारी उपलब्ध करानी होगी. अदालत ने विदेश मंत्रालय से कहा है कि वह इस मामले में गौर करे और चार सप्ताह के भीतर सीलबंद लिफाफे में अपनी रिपोर्ट पेश करे. अदालत ने यह निर्देश देते हुए अंसल की तरफ से दी गई इस दलील को भी खारिज कर दिया कि जब कोई नागरिक तत्काल योजना के तहत यात्रा दस्तावेज के लिए आवेदन करता है तो उससे मांगी गई जानकारी देने के लिए पासपोर्ट कानून के तहत उसे मजबूर नहीं किया जा सकता.
अदालत ने कहा कि योजना जरूरी स्थिति में पासपोर्ट जारी करने की ‘विशेष व्यवस्था’ है और यह सरकार की ओर से मांगी गई जानकारी मुहैया कराने पर उपलब्ध होगी. अदालत ने कहा कि अंसल ने लाभ लिया और हलफनामे पर कहा कि उन्हें कभी भी किसी फौजदारी अदालत ने किसी अपराध के लिए दोषी नहीं ठहराया है.
The Uphaar cinema tragedy that took place on June 13, 1997, claiming the lives of 59 people and injuring several others was one of the worst fire incidents in Indian history. The interiors of the Uphaar Cinema Hall near Green Park in the capital New Delhi remain the same since the incident.

The fateful day on June 13, 1997, at Uphaar Cinema in Green Park, Delhi, during the screening of JP Dutta’s epic war saga Border, turned into India’s worst fire tragedies in recent years as fire eruption claimed 59 lives.
While the film had actors playing roles of war-heroes during the Battle of Longewala in 1971 on screen, off the screen, Capt Manjinder Singh Bhinder turned a real-life hero for many stuck in the deadly fire tragedy. The hero of Uphaar cinema fire, Capt Manjinder Singh Bhinder, whose bravery and sacrifice to save the lives of people stuck in fire, was commemorated by his family members on his 25th death anniversary, which also marks the 25th anniversary of the tragedy.
For the uninitiated, Capt Bhinder along with his four-year-old son Prabhsimran Singh and wife Jyot Saroop Kaur had died in the Uphaar cinema fire tragedy in 1997. Captain Bhinder had decided to stay back and save people through the safe passage as the fire broke out.
Before sacrificing his life, the gallant officer had saved the lives of many people.
After his death, his parents mother Gurnam Kaur and father Capt Vardeep Singh had settled at Chowk Mehta, their native village. They passed away in 2020. The then government had built a stadium at Udho Nangal Government School and a gate at his native village Mehta Chowk, in his memory. Tributes were paid by natives, local residents and prominent personalities of the village remembering Capt Bhinder’s selfless act. His three sisters - Sukhminder Kaur, who is posted as district ayurvedic officer in Gurdaspur; Gursinder Kaur, who resides in Chandigarh, and Pritpal Kaur, who is based in Muscat - supported the remembrance ceremony by sharing memories of their brother.

You mention in your video that yesterday's incident was a accident and not murder. I am putting forward some fact you decide whether it was a accident or mass murder
Also want media's help to take the issue in its prime time so that no such incidences don't happen anywhere in future.
1. Building was constructed illegally. No NOC certificate from fire department
2. A huge doom was constructed illegally that obstructed smoke from going out.
3. Fire started from a transformer at the back side of the building ( I don't know what catch fire to spread) from ground floor.
4. ELECTRIC company has not be framed for this incident.
5. Class organisers did not had any licence or NOC certificate.
6. Fire brigade that came was not prepare, their ladder was not sufficient to reach 4th floor, they did not had net with them to catch falling kids. Their water cannon was also not sufficient to but off fire.
7. Their were hundreds of people shooting videos but only one or few came forward for help. If this people had gather and catch kids, they might had got facture but could had save life of many.
8. Kids there were not trained basic self rescue. (Shouldn't be this compulsory in all school)
9. AC units were installed very close to escape route that did not killed any kids but shows lack of knowledge and safety awareness.
I don't want to blame government, fire department, electric board, builder, class organiser, school or local public. Want you to make every one aware, take their responsibility correctly and let all be prepare for worst case scenario.
I very strongly believe only media has power to influence and bring change in society. Please do some thing.
