Yeah, I totally agree. The only reason I can think of is that in this area they usually stop pursuing almost instantly when they do it, so its more than likely just a tactic to get an easy escape... That's exactly why you should not just stop chasing when they risk the saftey of the public even more. It makes it more common among criminals to danger the public more because they know it'll get them to stop chasing. My opinion, it helps to have a little warning from the cops lights and sirens that something is happening and possibly coming your way, without it, there could be more risk of losing life. This is all basically a big game to the teenagers around there and its really sad that one day if they don't stop, they will get hit with the reality of how dangerous it all really is...

Contact your congressman and propose three bills:
OPTION 1: Bill that makes resisting arrest or fleeing suspects be automatically denied any bail (on grounds that if they don't willingly submit to police, they won't submit themselves to court).
OPTION 2: "Double or Nothing" Bill. If a suspect resists arrests or flees, they are trying to get away with their crime to avoid punishment ("nothing"), therefore the punishments (imprisonment/fine/etc) for the crime(s) that they were committing that they are arrested for should be automatically "doubled", for trying to get "nothing". This is similar to how traffic fines are doubled in school/construction zones.
OPTION 3: For every vehicle/pedestrian/bicyclist/animal/etc that a fleeing suspect passes, they receive 1 EXTRA day imprisonment. If a collision resulting in each property damage occurs, an EXTRA month of imprisonment. For each collision causing each person's injury, an EXTRA year is added to the sentence. For a collision causing each person's death while fleeing, an EXTRA 10 years are added to the sentence.

Milwaukee police are not allowed to make contact with vehicles. They only have an observe and report stance to fighting crime instead of actually fighting crime. I am personally o.k. With them chasing at 100+ and pit maneuvering cars but the city officials would rather have the blighted society rather than chance a few lives(some that shouldn’t matter).
