Fiberglass is no good as a bearing but you get some nylon tube to size or a blank but then you will need someone with a lathe to turn it down to the right dimensions.

Why not just dig a hole for the rudder to drop down into ?

The yard might object especially if they've vibro packed the ground.
Just back filling leaves soft spots.
