i have a 2018 non turbo polaris rzr, 32 inch tires, aftermarket roll cage, spare tire, 4 seater. So when they say 2 long set screws, does that mean one weight stays empty without a set screw?

No sir, pretty sure it says each weight but that is the set up for each of the three
