Tarnish is when a bright shiny metal becomes dull and discolored (loses its luster) due to factors such as moisture being present, body oils, environmental conditions. This is sometimes referred to as patina as well.

I just received a bag of "anit tarnish strips" from Amazon, but they are very thin plastic, not paper as expected. Is this bogus?

Unfortunately it can be hard to say whether an anti-tarnish strip is authentic without a practical real world test. I'd recommend following up with the seller since it sounds like what you received differs significantly from the listening. Hi! I have a lot of these from past jewelry purchases. Can these be placed into my jewelry box to stop/slow down tarnish?

Yes, but depending on how old they are and how they've been stored you may want to get fresh ones. When keep in their original packaging or another air tight bag the strips are good for two years or so. Kept in a small jewelry box with a tight fitting lid a fresh strip will probably be good for a year or so.
