Check out the Baofeng UV-9R, thank me later. Probably the best $30 radio money can buy due to IP67 rating and the multi-pin Motorola headset connector (as opposed to the icky 2-pin Kenwood setup). They also have the Plus and Pro version. Don't really know what the difference is between these three, mines just the regular UV-9R.

Someone posted in Amazon that the radio wouldn't connect to HAM repeaters. Think you can do a quick follow-up video testing out to see if the claim is true?

Connects to all my local repeaters. The Amazon reviewer probably didnt know how to set up CTCSS

That's proprietary paid software unfortunately. I don't know of any open source software compatible with that model. Ebay and other used markets are probably the only way to find it cheap.
