After Washington zebra escape, what are the laws for owning exotic animals?

It's perfectly legal to own zebras in both Washington and Oregon, as it turns out. Really, only dangerous animals are highly regulated by the state, according to Oregon's state veterinarian, Dr. Ryan Scholz.
