Use plenty of air. Try to redirect the airstream across the embouchure hole in the head joint on the lip plate. keep trying. Sometimes it takes time.

I'm a percussionist and I have no idea about flutes, but I overheard that you have to aim your steam of air into the hole. Try aiming, adjusting your position or blowing faster.
