If you terraform while the game is paused, it doesn't update the elevation maps properly and you get the behaviour you had in the second minute. Unpause for a bit and it is resolved.
I really question the people who plays this if they are mentally ok? like what do you get out of plopping roads and trees? with laterally no objective to accomplish beside you built roads and trees...
