China's ability to infiltrate computer networks and use the openness of western society to plant agents in research facilities has resulted in impressive gains of top secret western technology. They also basically stole the Flanker from Ruzzia after buying a few to learn from. They are doing what they need to get closer technologically to their potential (and current) adversaries.
It doesn't mean they aren't rampantly stealing tech tho.

I worked at KSC on the Space Shuttle Program from '87-2010 and that looks like MMH (Mono-Methyl Hydrazine). If you're not upwind, get inside ASAP! We had several techs expire due to inhaling it. If it gets on you, either get in an emergency shower or other flowing water and strip. Otherwise, it'll burn you. They finally heated the water as showering would have you shivering.

It’s effectively nitric acid or N2O4. The orange colour indicates the presence of Nitrous Oxides

It's a Long March 2-C rocket booster , uss a hypergolic fuel mixture of nitrogen tetroxide and unsymmetrical dimethylhydrazine (UDMH),

Which is what it used to recover and recycle silver, and gold when used with hydrochloric acid. It's also used to make nitrates, which are used in many things like fertilizers and explosives and even smaller rockets as the oxidizer. But the main thing that you need to know is orange fumes are very, very bad for life and sulfur generally burns with a white cloud of sulfur dioxide/trioxide, which forms sulfuric acid on contact with water. Sulfur oxides are also the main cause of acid rain.

The oxidizer, yes. A part of the propellant which is likely nitrogen tetroxide which is breaking down into nitrogen dioxide (the orange fumes). Normally mixed with a fuel, like hydrazine.
