Never heard of a Sprinkler Mechanic having to call a plumber. This failed test just means that the curb box or what he calls underground valve was shut.
I work in Maryland we can’t do back flows either I also work in Pennsylvania and a sprinkler technician or fitter can work on them if they have the license just doesn’t make any sense

Some states require you to be a licensed plumber to work on a backflow. Literally the law requires him to call a plumber.
Welcome to corrupt Illinois. You must be a licensed plumber to work on any backflow preventer. We can’t even test them.
