Could be useful to Will-O-Wisp first and tank a Shadow Ball, or even Imprison to prevent Snorlax from using Shadow Ball

I don't even play comp but I like watching people talk about it. I knew about the existence of speed tiers but I didn't realize how many there were and how much more variety there is than "this mon has base 85 speed so this set will outrun all base 85s" and this video served as a good showcase for that.
One thing I recommend for slightly more advanced players is make your own speed tier excel sheet or similar to how you like it. For example I don't like any tiers with pokemon who don't have either 0 or 252 evs - I think you pointed it out perfectly at the start, what the hell is a -speed 24 ev dragonite doing up there, among other examples. The answer of course is to creep something that's using either 0 or 252 evs - but that's the whole point of a speed tier list. I'd rather see the range of speeds a pokemon could have and then look at what it might try to creep and go based off that, and in general creeping stuff with 252 evs is better since then you can rely on it. I still include neutral and positive natures ofc and even 30 ivs sometimes to remind myself, but yeah that's how I like it, it's less cluttered that way. And I have a excel sheet for most metagames I play.
If you can baton pass an agility to anything with 198 speed, you out speed Aerodactyl and Jolteon. Not sure if that’s relevant, but it’s a neat way to make slow Pokemon work.
Around the NetBattle era, it was pretty common to go Quiet for mixed attackers which didn't want to give up much defensively like Tyraniboah. The Dragonite in question was a mixed sub puncher. I'd imagine it was going for 180/181 to outrun the standard Skarmories at the time which didn't invest in much speed unless if they were taunting ( usually ~200 ) and the occasional odd speedy Weezing. The Dragonite had 174 atk/252 spA/56 spD/24 spd with a quiet nature and it could run a lot of things Sub/Punch, HP flying or grass, boltbeam, flamethrower. Not very common, so it's weird to see.
I kinda like that actually. Very much in fact. Again, that means that how you calculate your Mons' Speed stat STILL matters, just that the breathing room should now always be kept aware of since a roll in your opponents favour might be the deciding factor to winning a game. Wow! Pokémon is just the right balanced mix between randomness and options to combat that RNG to ALMOST (but never fully) 100%. Your 85-100% Speed roll idea... I really like it, it perfectly incapsulates the nature of competetive Pokémon. Let GameFreak steal it.

There's also extra pokemon that don't get included due to metagame shifts, or pokemon that never get used on the outdated smogon lists.
I feel that the only exception for this should be geng due to his wacky ev spread
