oops I forgot to answer your last question. You don't have to be part of anything to make a comparison. The simple facts about each units are good enough to compare the two, like for an example, Delta Force's primary mission is CT ops while the SAS has a more broad base of ops including CT, so it would be safe to conclude that Delta is overall the best out of the two at CT hence that's their primary mission.
I’m actually surprised they train the dangerous double tap technique. we learned the hard way in combat. You will literally double tap and then stop shooting by muscle memory. Really you will be shooting 5-10 rounds per person. But doing the double tap will get you killed. It only takes a split second hesitation to lose fire superiority. The solution is. Don’t train for a specific number. You should alternate so do 3, 1, 2, 8, 4, 7, 2, never shoot the same amount so you don’t set a internal clock.
there does normally need to be a 'hearts and minds' element too, political and economic. Theres also a difference between large scale uprisings like the Tamil Tigers in Sri Lanka and individuals or small groups classified as 'enemies of the state' such as Aum Shinrikyo in Japan.
