Long story short the Dallas PD reflected all the typical issues of a southern police department circa 1960. The only cop who kind of did his job was Tippit who stopped Oswald for questioning and he got killed.

He consistently said that he saw Ruby with a gun down by his side and that he saw Ruby too late. He said he pulled Oswald and that's why he got hit more on the side than straight on. Every photo of the incident, including the famous one of Ruby stepping towards Oswald show Leavelle looking straight ahead. He did not react to Ruby shot until after he had fired.
