They are making it a deep love without the physical contact … that Nathan is letting E take the lead , and E said she is really wanting to make sure it is right (beginning of E9 ) . Also , Nathan was really hurt back in 8 and early 9 , and Kevin said in an interview that Nathan is not wanting to mess up their close friendship , so if N jumps too fast into the next level , than he may ruin their non physical closeness /relationship that he built with her over the last 2 years .
She has not ask him to dance or to go on a picnic.
I feel like she's given him the go ahead to make a move but he's just not. It's too much at this point
Elizabeth and Nathan keep getting interrupted. But, in all fairness to Nathan, you must remember that in season 8 he put it out on the line for Elizabeth and told her that he was in love with her, and in response, she told him she was not in love with him. And lastly, I think the writers don't want Elizabeth to quickly jump from one man's arms into another's (at least not until the end of the season). Imagine how livid Team Lucas would be. So, therefore, the slow burn.
Thank you for pointing out that Nathan was the first to declare his love for Elizabeth in S8. If that isn’t the ultimate “move”, I don’t know what was. Nathan also asked Elizabeth out in S7 and S8 but she turned him down. So for this season, it makes sense that he lets Elizabeth set the pace (this is exactly what the writers confirmed recently).
But she did set the pace and told him to make a move so what is he waiting on?
They are taking it slow with Elizabeth and Nathan because they don't really know how because they lack chemistry.

That would definitely be a surprise
Why would it be a surprise? They’ve been getting closer throughout the season, being there for each other in tough times. Seems like a solid foundation is being built. Plus Nathan has been in love with Elizabeth for years. I suppose some people think it’s not possible for them to get married just because they haven’t gone on official dates. Anyway, let’s see what happens.

Because the show drags these things out and for them to rush the actual courtship and dating would be surprising at least to me
Because they haven't even been on a date. I would fully expect a season of courtship/build up to the wedding.
I disagree. Edwin would be a dumb choice for the shooter. Its not a good mystery if they are making the culprit obvious.
It makes more sense to me that it is someone from the past who we are not expecting. Like Amos Dixon and Mountie boss Hartgraves. Lucas did say that Amos knows people in high places .
It's also not a good mystery if it's someone totally out of the blue we haven't heard talked about for 4 seasons

Something wrong with Nathan?? Elizabeth and Nathan’s love story is slow but deep - friends to lovers. I’d much rather watch these beautiful moments than watch a zero depth, snogging all over town ‘relationship’ E and L had. Also Lindsay and her team have bent over backwards to appease L fans by going slow with N and E and by giving L an excellent storyline.
What beautiful moments are you talking about? Practically every time they are together they are interrupted.

Not this season. I'd be shocked. They will milk that thing for all the ratings they can. Even Erin said they are being a sloths pace on her twitter
But a lot of people seemed convinced that will happen so who knows!
The show will probably be canceled first. No body wants to watch to beige people together.
You will never get the love story you want.
