From my understanding yes they are royalty free. A lot of these free packs are just way for companies to get you interested in their sound packs that they sell. So customers will be like "this free pack I got was awesome maybe I'll buy one of their premium packs." These packs are just tools to make music with. Example. You don't pay a hammer company royalties for using their tool to make something.
