They are playing and training pigeons, by luring male pigeons to come to the female pigeon that you are holding, usually they also prepare them for competitions. These people raise pigeons for hobby. They train pigeons to fly faster and could return to their owner although they has flown far away. There are some communities that held "Balapan Merpati" (pigeon racing competitions) with various prizes too. Very unique isn't it? 😅
