Then I forgot it, then remembered it, but all i could remember was a part where you climb a waterfall with ninja dudes on kites attacking you. I thought I'd never find it, then it turns out it was made by friggin Capcom XD

This is a really awesome obscure Capcom game. It has kickass music, fantastic Far East art design, cool power ups and difficult but fun gameplay.

Wow. What incredible variety in sprites, backgrounds and enemy behaviour! It puts a lot of other games from the same era to shame.

Back in 1990, I saw this Arcade and I would watch the Demos,and the skull eating him use to disturb me.
Are we going to ignore that 2 of the bosses in this game were basically Blanka and M Bison from street fighter 2.

I've played a version of this - the first boss is a bit like Blanka from Street Fighter 2. - The end boss looks a bit like M.Bison also.
