I think Terminator 2 is the best action film ever made and I think that’s a fair statement. But the Matrix is without a doubt the best sci fi film ever made. Even more so than 2001, alien, or blade runner. The Matrix is like the culmination of all of the greatest science fiction films and ideas of the 20th century. It still stands to this day as one of the best films ever made.

So the agents are likely shooting like a normal person and can miss a moving target.
