Correction: a clipped planchet error happens during the blanking process and not the strike. It's caused by the planchets being cut from the sheet too closely to each other.
You need to check the 2019 alphabet mintages again, as nearly all had a mintage of 84,000 not 110,000. Some of the alphabets were even lower Q - 83,000, R - 64,000, while W, Y, and Z only had a mintage of 63,000.
