I have already made a doll making series here on the channel, called Hansel and Gretel, that shows you how to make a doll. You can try substituting any and all materials for more affordable ones, like polyester/fiber fill for the stuffing, cheaper gauze, and recycle a tshirt that you dye with tea for the skin fabric. As for a baby doll, those are very time consuming to make for me and I have seen many, many tutorials on UA-cam for baby dolls made with much cheaper/affordable supplies. What I am planning to make, using the same natural fabrics I do use, is a very simple soft doll. So keep an eye out, even though the materials are expensive, you will use so little of them that perhaps they wont break the bank or that you can substitute with the above mentioned ones.
