There's a beginner book by Maricristin Sealey I believe, but if you just want to get started I have a free dollmaking series here in the channel under the playlist Hansel and Gretel, that will teach you all the basics. Then there is another video tutorial here for a winter Baby (Baby Frost) that will teach you about adding felting to a doll's face. For more advanced doll patterns I recommend my Etsy shop where there is a plethora of different sizes and techniques to learn with.
Felting wool (the coloured one) is not cheap. But what I use is quilt batting, which also is not remotely cheap. If you want to make natural dolls you simply must use wool if you want to felt them. If on the contrary you just want to felt, I believe you can use the technique using polyfill which should be widely available in your country.

I love your work. I live in Brasil, and I can’t find felting wool in good prices, so I’d like to know if it can be replaced for some other product.
