While technically the Hybrid cannons didn't penetrate the shield, the force of it was enough to send Liger backwards a good 10 or 20 feet while toppling it's opponent.
Imagine if it wasn't so heavy just how deadly this armour would have been

The fact it pushed back the LZ Panzer despite its weight and crippled its back legs says a lot about the kind of energy it unleashed.
And it did penetrate the shield, as you saw the shield collapse. It just didn't score a direct hit, because that would have destroyed the other zoid, and that isn't kid friendly...unless they are "unmanned" *cough cough*

I hate that the anime makes the panzer barely able to move when in actuality it should still be able move at a decent speed in universe-wise.
