Oh that first one was and still is pretty humorous even nostalgic because the first time some kid on a schoolbus ride was from a different route so I do not know who he was but had a portable dvd player because if portable blu ray was a thing the players for that were expensive... but yeah so we watched the simpsons, some kind of musuem movie or else it was a detective but it was funny cause battery died before it got to presumably what we were positive had to be where it was going to be a tawdry moment or something epic to us at that time 7th graders and he had some fg dvd and we watched the simpsons movie even... probably looking back about when I found out that there was a simpsons movie.

I think it’s about how they perceive Stewie. If someone can understand him, they don’t see him as just a baby. Louis could understand what he said SOMETIMES… In the early seasons. She acknowledged he was intelligent & paid attention to him… but still thought of him as a baby. Brian sees a Genius trapped in the body of a baby. Chris sees an intelligent sibling. Meg, Peter, Later Seasons Louis see a baby. Cleveland, Joe… and even Quagmire could see him as a smart kid. So they could probably range from not understanding to understanding the gist.
Because they gave Brian a lot of human characteristics. He walks in 2 legs and does human stuff…mostly because Brian is Seth and that’s why he doesn’t changes his voice at all.

My theory is you understand Stewie based on how much respect you have for him. Characters who see him as just a baby will never/hardly ever understand him like Lois Peter and Meg. I think Quagmire falls into this category since he had a whole episode with Stewie and didn't understand him. He seems to write off anyone who isn't over 18 or who he isn't attracted to. Characters who see him as an equal/don't write him off as just a baby will always/mostly understand him like Brian, Jillian and over time, Chris. This also explains why Characters understand him when he's in a disguise. They don't realize he's a baby. Then level-headed side Characters close to the Griffin family will get the gist of what he's saying. Like Joe, Loretta and Cleveland. Who have all responded to things he's said. Like when he asked to touch Cleveland's hair and Cleveland lowered his head a little toward him. Or Joe noticing stewie is curious about his wheelchair when stewie asks. I think Consuela falls into this category too. Though of course it's a comedy, so unless you always understand him (like Brian) the mileage may vary.

For any other character, Stewie should be like Garfield: we know what's on his mind, but they don't. 9:07 I think Extra Large Medium is one of the weaker episodes. It's very dull. Chris dates a girl who is bossy and she dumps him. People only remember this one because of the Down Syndrome Girl song. Peter's antics make the episode slightly amusing. I think Family Guy is at its best when it is being really wacky like when the Griffins ran a meth lab.
While Meg can't understand Stewie, she can clrealy see when Stewie has influenced something, as shown in the trafficking episode when she can clearly see he just shot the prince she was gonna marry, and in other episodes where she acknowledges that Brian AND Stewie have come to help her or are present during a scene.

There's one moment you forgot, I don't remember the name of the episode but it was a season 4 episode where burgles ransack the house and Peter locks everyone in a bunker and then proceeds to tell them all the Griffin family history. After Peter reveals he did not care for The Godfather and how he always checks out halfway through Stewie says "well how can you say you don't like it if you haven't finished it?" Lois actually responds to this: "I agree with Stewie" to me that indicates she understood Stewie in that moment. To be honest when I saw that episode premiere in 2006 I was new to Family Guy, I had no idea Stewie was a baby, I thought he was just a midget.

9:07 I think Extra Large Medium is one of the weaker episodes. It's very dull. Chris dates a girl who is bossy and she dumps him. People only remember this one because of the Down Syndrome Girl song. Peter's antics make the episode slightly amusing. I think Family Guy is at its best when it is being really wacky like when the Griffins ran a meth lab.

While Meg can't understand Stewie, she can clrealy see when Stewie has influenced something, as shown in the trafficking episode when she can clearly see he just shot the prince she was gonna marry, and in other episodes where she acknowledges that Brian AND Stewie have come to help her or are present during a scene.
Who else, but us the audience the entire time!
peter has understood stewie if its for a random joke:
'hey dad thats a cool hwip' peter hits him 'ahh i thought you couldn't understand me!'
the stewie kills lois special: he demands peter to compliment the owl
and once stewie did a cutaway about victorian ladies on their period or something and:
brian: ah, a period joke
peter: it's a PERIOD period joke
brian: haha
peter: ok moving on

There's one moment you forgot, I don't remember the name of the episode but it was a season 4 episode where burgles ransack the house and Peter locks everyone in a bunker and then proceeds to tell them all the Griffin family history. After Peter reveals he did not care for The Godfather and how he always checks out halfway through Stewie says "well how can you say you don't like it if you haven't finished it?" Lois actually responds to this: "I agree with Stewie" to me that indicates she understood Stewie in that moment. To be honest when I saw that episode premiere in 2006 I was new to Family Guy, I had no idea Stewie was a baby, I thought he was just a midget.

Yeah no matter how you try to explain it it's just inconsistent. The only character who seems to always understand him is Brian but then as he pointed out the rest of the Griffins sometimes understand him and sometimes don't. Your theories and explanations is to why are interesting though
